The ruler of the Cycloid Forces. It is rumored that this Cycloid is the true Emperor of the Cycloids, even over other Cycloid Emperors. However, he is almost never seen on the battlefield. Because of that, not a lot of people even know of the Cycloid High Emperor existence. Not even Duke Nukem himself has seen him before.

The Cycloid High Emperor can be seen at the end of City Under Siege inside the mothership, beating up a Cycloid Emperor for his failures in taking over L.A. He leaves the mothership and has his underling take on the AMC Team. After that, he hasn't been seen since.

At the end of Micky Begins, The Cycloid High Emperor can be seen talking to Dumas, who temporally sided with the Cycloids in taking over The University of 'Straya. However, The High Emperor ended their truce when the Cycloids retrieved the Bioweapon without Dumas' help.
