The Engineers are a long-dead race of highly advanced aliens that resided in tech bases on Elysion. Not much is known about them other than the fact that they were responsible for the creation 7 Ringworlds, including Elysion. However it seems that they went extinct on Elysion, as well as the other 6 Ringworlds, possibly by the hands of Naaldir.
They left many of their facilities lay beneath the ground of Elysion, several of which are still functional, albeit in an advanced state of disrepair. There are millennia-old Engineer's remains here as well as AI-controlled holograms of the Engineers there that you can talk to in Picbonear Reservoir and in Wetlands of Rowgar. However, if you play as James Stanfield in Anchora, you can find a Time Portal inside the city hall where you'll see some Engineers talking to the past Matriarch.
