Background[]
Lizard Penal Troopers are thought to have been Cycloid prisoners drafted into fighting for the Cycloid Emperor. They are easily recognized by their blue armor.
Much like a regular Lizard Trooper, Penal Troopers carry a laser blaster, and can also use a jetpack to fly but instead of teleporting like the Lizard Captains, the Penal Troopers will set off an explosive device if they get close enough to the player.

In Jungle Base, The Penal Troopers have some camouflage on them. They behave like the normal Penal Trooper.
